Support for the social services transition to the new Social Services Act

SBU assess relevant and well-conducted research and investigate what effect different interventions have, if there are any risks or ethical problems, and what is most cost-effective in the areas of health care, dentistry, social services, and within the areas of functional disability and work environment.

Background and objective

In 2024, the Swedish Government adopted a proposal for a new Social Services Act aimed at enhancing rights, responsibilities and opportunities (prop. 2024/25:89). The new Social Services Act (2025:400) entered into force on 1 July 2025.

In January 2025, SBU and several other government agencies were commissioned by the Government to support the transition within the social services (S2024/00196, in part; S2025/00116, in part). Within this mandate, SBU is tasked with:

  • strengthening its work on the assessment of methods and interventions used in the social services;
  • making SBU’s science-based reports more accessible in a comprehensive and reader-friendly manner; and
  • increasing knowledge of scientific approaches within the social services.

The assignment must be submitted to the Government Offices of Sweden (Ministry of Health and Social Affairs) no later than 1 March 2029.
