The HTAR Coordination Group

At an EU level, HTAs are performed by the HTAR Coordination Group (HTACG) and its four sub-groups, which are made up of the member states’ HTA organisations and other stakeholders. SBU and TLV both represent Sweden in the HTACG.

How is the work organised at an EU level?

At an EU level, HTAs are performed by the HTAR Coordination Group (HTACG) and its four sub-groups, which are made up of the member states’ HTA organisations and other stakeholders. SBU and TLV both represent Sweden in the HTACG.

The HTACG is the governance body of the HTAR and as such decides which health technologies are to undergo joint clinical assessment. It also draws up strategies and appoints sub-groups, drafts an annual plan of action and reports to the EU Commission. The HTACG also decides on the endorsement of the final HTA report.  

What role does SBU have?

SBU participates in the Development of Methodological and Procedural Guidance (MPG) and Joint Clinical Assessment (JCA) sub-groups, while the TLV participates in all four sub-groups, which also include Joint Scientific Consultations (JSC) and Emerging Health Technologies (EHT). As members of these groups, SBU and TLV have contributed to the development of the methodological documents and guidelines the govern the implementation and application of the HTAR.

How will the HTAR be implemented?

Besides the HTACG and its four sub-groups, there is an Implementation Committee, which assists the European Commission in the production of Implementing Acts, which supplement the HTAR with detailed regulations on its implementation. The Implementation Committee includes representatives from SBU and TLV.

The HTA Secretariat is part of the Commission’s Directorate General for Health and Food Safety (DG SANTE) and provides administrative and technical support. In addition to the HTACG and the Commission, there is a stakeholder network comprising patient associations, health professionals’ organisations and associations of health technology developers. This network facilitates dialogue between stakeholders and the HTACG.

All HTAR-related work will be collected on a joint IT platform, from which this work will be performed.
